I have spent ~2bil on my white tiger to get rank c level 3. However, everytime , i always end up with c lv 1 which give me only 2str bonus. is this some kind of bug or what?.

Nope u just gotta keep trying 2B is nothing people have spent up to like 50B to make it 1/3/5/7/9 in total
